House approves $50.5 billion in Sandy aid

WASHINGTON (AP) -- More than 10 weeks after Superstorm Sandy brutalized parts of the heavily populated Northeast, the House approved $50.5 billion in emergency relief for the victims Tuesday night as Republican leaders struggled to close out an episode that exposed painful party divisions inside Congress and out.

The vote was 241-180, and officials said the Senate was likely to accept the measure early next week and send it to President Barack Obama for his signature. Democrats supported the aid in large numbers, while majority Republicans opposed it by a lopsided margin.

"We are not crying wolf here," said Rep. Chris Smith, R-N.J., one of a group of Northeastern lawmakers from both parties who sought House passage of legislation roughly in line with what the Obama administration and governors of the affected states have sought.

Democrats were more politically pointed as they brushed back Southern conservatives who sought either to reduce the measure or offset part of its cost through spending cuts elsewhere in the budget.

"I just plead with my colleagues not to have a double standard," said Rep. Carolyn Maloney of New York. "Not to vote tornado relief to Alabama, to Louisiana, to Mississippi, Missouri, to ? with Ike, Gustav, Katrina, Rita ? but when it comes to the Northeast, with the second worst storm in the history of our country, to delay, delay, delay."

One key vote came on an attempt by Rep. Rodney Freylinghuysen to add $33.5 billion to an original allotment of $17 billion in aid. That roll call was 228-192 and Democrats broke 190-2 in favor, while Republicans opposed it overwhelmingly, 190-38.

Similarly, on final passage, 192 Democrats joined 49 Republicans in support. Opposed were 179 Republicans and one Democrat.

Earlier, conservatives failed in an attempt to offset a part of the bill's cost with across-the-board federal budget cuts. The vote was 258-162.

Rep. Mark Mulvaney, R-S.C., arguing for the reduction, said he wasn't trying to torpedo the aid package, only to pay for it. "Are there no savings, are there no reductions we can put in place this year so these folks can get their money?" he asked plaintively.

Critics said the proposed cuts would crimp Pentagon spending as well as domestic accounts and said the aid should be approved without reductions elsewhere. "There are times when a disaster simply goes beyond our ability to budget. Hurricane Sandy is one of those times," said Rep. Hal Rogers of Kentucky, chairman of the House Appropriations Committee.

Sandy roared through several states in late October and has been blamed for 140 deaths and billions of dollars in residential and business property damage, much of it in New York, New Jersey and Connecticut. It led to power outages and interruptions to public transportation that made life miserable for millions, and the clamor for federal relief began almost immediately.

The emerging House measure includes about $16 billion to repair transit systems in New York and New Jersey and a similar amount for housing and other needs in the affected area. An additional $5.4 billion would go to the Federal Emergency and Management Agency for disaster relief, and $2 billion is ticketed for restoration of highways damaged or destroyed in the storm.

The governors of the three states most directly affected praised the congressional action.

"We are grateful to those members of Congress who today pulled together in a unified, bipartisan coalition to assist millions of their fellow Americans in New York, New Jersey, and Connecticut at their greatest time of need," said a joint statement issued by New York Governor Andrew M. Cuomo, New Jersey Governor Chris Christie and Connecticut Governor Dannel P. Malloy. "The tradition of Congress being there and providing support for Americans during times of crisis, no matter where they live across this great country, lives on in today's vote in the House of Representatives."

The governors said they "anticipate smooth passage when this package moves back to the Senate for final approval and for this long-awaited relief to finally make its way to our residents."

The Senate approved a $60 billion measure in the final days of the Congress that expired on Jan. 3, and a House vote had been expected quickly.

It is highly unusual for a majority party to bring legislation to a vote that its own rank-and-file opposes, but in this case, Speaker John Boehner, R-Ohio, and the leadership had little or no choice.

Boehner unexpectedly postponed the vote in the final hours of the expiring Congress as he struggled to calm conservatives unhappy that the House had just approved a separate measure raising tax rates on the wealthy.

The delay drew a torrent of criticism, much of it from other Republicans.

"There's only one group to blame for the continued suffering of these innocent victims, the House majority and their speaker, John Boehner," New Jersey Gov. Chris Christie said on the day after the delay was announced. Rep. Pete King of New York added that campaign donors in the Northeast who give to Republicans "should have their head examined."

Less than two weeks later, the leadership brought legislation to the floor under ground rules designed to satisfy as many Republicans as possible while retaining support from Democrats eager to approve as much in disaster aid as possible.

Across the capitol, majority Democrats indicated they would probably not seek changes.

"While the House bill is not quite as good as the Senate bill, it is certainly close enough," Sen. Charles Schumer of New York said. "We will be urging the Senate to speedily pass the House bill and send it to the president's desk."

Congress has already approved a $9.7 billion increase in a fund to pay federal flood insurance claims, much of it expected to benefit victims of Sandy.

The political veered into the personal at times during hours of debate.

In remarks on the House floor, Rep. Bill Pascrell, D-N.J., said one South Carolina lawmaker who has criticized the measure "personally took a small business" disaster loan in the past. While he didn't mention any names, South Carolina Rep. Mulvaney has said he received such a loan.

Mulvaney later told reporters the comparison was a poor one. He said that unlike funds in the Sandy legislation, the loan he received was approved within the budget, and not as an add-on that increased the deficit.

In the weeks since the storm hit, the Federal Emergency Management Agency has spent about $3.1 billion for construction of shelters, restoration of power and other immediate needs after the late-October storm pounded the Atlantic Coast with hurricane-force winds and coastal flooding.

Officials say Sandy is the most costly natural disaster since Hurricane Katrina in 2005. The storm damaged or destroyed 305,000 housing units in New York, and more than 265,000 businesses were disrupted there, officials have said. In New Jersey, more than 346,000 households were destroyed or damaged, and more than 40,000 families remain living out of their homes, according to officials.

Geothermal energy takes a technological step forward

GRANTS PASS, Ore. (AP) ? Geothermal energy developers working on the flanks of an ancient Oregon volcano say they have taken an important technological step toward expanding geothermal energy from a small niche into a potential major source of homegrown power, but more work needs to be done.

AltaRock Energy, Inc., of Seattle, says the data is still being analyzed, but they are confident they have created three geothermal reservoirs from a single well where none existed before. The breakthrough solves two problems holding back the next level of geothermal development, known as Enhanced Geothermal Systems, or EGS: creating reservoirs big enough for commercial production in places they don't occur naturally, and holding down costs.

The project is at Newberry Crater, the remains of an ancient volcano in central Oregon's Cascade Range. The site has plenty of heat in rocks deep below the surface to boil water into steam, but none of the cracks and fissures in the rock needed to serve as a steam reservoir for a geothermal power plant.

Last fall, engineers pumped cold water into the ground, cracking open fissures in the deep rock, a process known as hydroshearing. They then sealed one reservoir from the other using a new technology. They injected ground-up recycled plastic bottles, which plugged up the cracks in one reservoir while millions of gallons of cold water were being pumped in to create another. Then the plastic diffused, leaving behind three reservoirs.

Company president Susan Petty said in an email that more analysis and testing are needed to show if the reservoirs are good enough for commercial power production in the future ? which would be achieved by using steam from the reservoirs to spin turbines to generate electricity.

The U.S. Department of Energy, which is covering half the $43.8 million cost of the Newberry project, says if the initial indications hold up, the Newberry project would mark the first time in the world that multiple geothermal reservoirs have been created on purpose from a single well in a new area.

"So far, things are looking really exciting," said Lauren Boyd, acting team leader for enhanced geothermal systems at Energy.

Heat in the Earth's crust has been used to generate power for more than a century. Hot water or steam that bubbles near the surface is tapped to spin turbines that create electricity. Most of the obvious areas where the three key elements come together ? hot rocks, cracks in the rocks, and water ? have been exploited. The new frontier is places with hot rocks, but no cracks in the rocks to deliver the steam. That's where EGS comes in. It creates the cracks in the rocks.

Creating multiple reservoirs from a single well is key to making EGS economical, because drilling each well is so expensive, said Nicholas C. Davatzes, assistant professor of earth and environmental science at Temple University, who helped develop a computer model describing the structure of the rock before it was fractured.

"The big impact Newberry has right now is that they appear to have stimulated multiple distinct zones," he said.

Hydroshearing is similar to the process known as hydraulic fracturing, used to free natural gas from shale formations. But fracking uses chemical-laden fluids, and creates huge fractures, too big for geothermal power.

In another recent EGS breakthrough, Calpine Corp. connected two depleted wells to create a new source of power at the nation's largest natural steam resource, the Geysers in Northern California, Boyd said. Multiple reservoirs have also been created from one well by accident in Europe.

The Newberry project followed a new international protocol designed to avoid the kinds of induced earthquakes that shut down an EGS project in downtown Basel, Switzerland. AltaRock reported that seismic monitoring showed tiny tremors so small that instruments registered a larger impact from an earthquake in Japan

Still to come at Newberry is drilling one or two production wells to show whether these reservoirs can provide enough steam to run a commercial geothermal power plant.

"If we can demonstrate that we can create a geothermal reservoir here, then we can have more confidence in our ability to move to similar locations, maybe near other Cascades volcanoes," Petty said.

The Newberry project is one of 230 funded by Department of Energy to create a pathway for private industry to develop geothermal energy into a major source of homegrown power, said Doug Hollette, program manager for the Geothermal Technologies Office at Energy.

The effort is similar to one started by the department in the 1970s, which is now bearing fruit with cheap natural gas from shale deposits, he said.

Commercial production with EGS is still a long way off, because it depends on developing new technologies, he said. In the near term, the department is developing maps of potential new areas to develop conventional geothermal power, including areas that show no signs on the surface. They are expected to be ready in a few years. In the medium term, the DOE is financing development of low-temperature geothermal, and tapping abandoned oil and gas wells for their heat, known as coproduction. Other projects involve adopting horizontal drilling techniques, now common in oil and gas, to connect multiple geothermal reservoirs in a field.

There are 3.2 gigawatts of geothermal power connected to the U.S. grid, less than 1 percent of the grid's capacity. Government estimates put the potential for new discoveries of conventional geothermal power at about 30 gigawatts, and EGS at more than 100 gigawatts over the next 50 years. That would be 10 percent of the grid's current capacity.

"We are big believers that EGS will be a successful part of the energy mix once we show the pathway," Hollette said.

Dictation programs, which let you control your computer and type using only your voice, aren't for everyone. But those who use them for productivity, or to write dialogue more naturally, or for accessibility reasons, will likely turn to Nuance Communication's Dragon brand of software, the leader in this category. In sampling speech-recognition and voice-command software, I've had overwhelmingly positive experiences with Dragon products, and the same can be said for Dragon Dictate for Mac 3.

Dragon NaturallySpeaking 12 Premium for Windows (4.5 stars) impressed me like none other, enough to be named an Editors' Choice. I've also been extremely pleased with the smartphone apps Dragon Go! for search and other Web functions, as well Dragon Dictation for iPhone for transcribing when I am not in the mood to deal with Siri. Having set high expectations for Dragon Dictate for Mac 3, I can't say after testing that it hits quite the same marks as the Windows' version of the product, although it is still very good at what it does and is worthy of our Editors' Choice. Version 3 shows improvement in speed and flexibility , but it's still a very different product from the Windows version, Dragon NaturallySpeaking. The two are as different as their names. Dragon for Mac is a little more rigid than the highly flexible and intuitive NaturallySpeaking Premium, even though their price tags are the same. I was also surprised to find the Mac app's interface looks radically different than that of its Windows counterpart.

In core functionality, however, the two programs are similar. With both Dragon Dictate for Mac and NaturallySpeaking, you can control many applications and functions on your computer using just your voice, as well as dictate speech-to-text in word processing, note-taking, and email applications. You can also dictate to Dragon's own note pad app, which comes with the software, although I found Dragon responded much more quickly and with less lag when used in Mac's own TextEdit program. Speak it, and it shall be written.

Setup and Training
I installed Dragon Dictate 3 for Mac on an iMac running Apple OS X 10.8 Mountain Lion (more on the system requirements below). The installation took a minute or two, and the additional setup, which involves acclimating Dragon to your voice and accent, took less than ten minutes.

Setting up is by far my favorite part of the program, as the app does a fantastic job of explaining how the software works on the most general level while also walking you through some demos of operations. For example, as shown in the slideshow, the app might ask you to read the following text aloud: "Pause briefly before saying a command and Dragon will instantly recognize that the command is something you want it to do COMMA rather than something you are dictation PERIOD." While you're being told to say this or that and see the results on screen, the software is in turn learning more about how you speak, such as your accent and other characteristics of your voice.

One small difference that made setting up Dragon Dictate for Mac better than setting up NaturallySpeaking for PC is in the script you have to read to help Dragon learn to understand you. In the PC version, you can choose to read a political speech, a few paragraphs about computers by humorist Dave Barry, or a few other options. In the Mac app, you don't have a choice, but the dialogue provided is an overview of how speech-recognition software works, so you're effectively learning about the program while giving the software information, too. It's a minor difference, but you'll definitely have a better experience with any voice-control software if you learn how it works at the most basic level.

Artist Vadim Zaritsky Uses Dead Butterfly Wings To Create Paintings ...

Artists often use strange material for their creations (just take Siobhan Meow's use of cat feces or Norwegian artist Josephine Ryan's coffee paintings for example). But Russian artist Vadim Zaritsky's use of butterfly wings in his work may be part of a contemporary art trend.

After all, other artists, such as Damien Hirst, have not been so cautious in their use of live butterflies in the name of art. While some might consider the use of butterfly wings cruel, Zaritsky assures that he only uses the wings of dead butterflies that that collectors have donated or that he's comes across on roads or pathways in his hometown of Lipetsk, according to the Russia & India report.

"If the wings are damaged, if they have partially faded, specialists would usually put them aside," Zaritsky told the the outlet. "It?s a shame to throw them away, but you cannot use them either."

Zaritsky incorporates the recycled butterfly wings into his paintings, which depict a variety of scenes. Despite the delicate makeup of the material, Zaritsky told local newspaper Rossiyskaya Gazeta that the wings do not lose their brightness over time.

Though Zaritsky only quit his day job as a Russian police officer last year, he has amassed more than 100 works created from butterfly wings over the past five years, with each piece taking him anywhere from one week to several months to compose.

Perhaps unsurprisingly, Zaritsky has received critical comments from vistors who've thought the butterflies died for his works, but the allegations may just come with the territory.

A TECH-SAVVY dad has tried an unusual tactic to get his gaming-mad son off the computer - hiring virtual hitmen to take out the lad's in-game character.

Frustrated Chinese father Mr Feng blamed video games similar to World of Warcraft for the lad's poor results in school exams and unwillingness to even look for a job.

After 23-year-old Xiao Feng quit a three-month placement at a software company and went back to playing games, Mr Feng went online to hire a team of assassins.

He hoped that if they repeatedly killed his son's character, the games would eventually become less fun - and the youngster would give up and hunt for work instead.

But angry Xiao blasted his dad, claiming he wasn't too lazy to go out and work, and that he just wanted to get a job that was right for him.

He explained: "I can play or I can not play, it doesn't bother me. I'm not looking for any job, I want to take some time to find one that suits me."

His dad was said to be "relieved" that the youngster was taking such a grown-up attitude towards finding employment.

But it is not clear whether Xiao has yet secured a job - or whether his dad has called off the team of assassins.

Gaming addiction is a growing problem in China, with nearly 300 specialist clinics around the country treating people whose love for games is wrecking their lives.

Fans of "The Walking Dead" still have to wait until February for the second half of the series' third season, but a new trailer for that midseason return -- which packs a whole lot of teasing -- might make that wait more bearable.

There's chaos in the "town" of Woodbury, as the one-eyed Governor plots out his revenge on Rick and his gang at the prison, while Andrea's loyalties come into question. And Carl, who thankfully has learned when to stay in the house, appears ready to start issuing his own orders and tells his dad, "You should stop being the leader."

There's a whole lot of slicing and dicing yet to come when "The Walking Dead" returns Feb. 10 on AMC.

HARRISBURG, Pa. (AP) ? Gov. Tom Corbett scheduled a news conference for Wednesday to announce the filing of a federal lawsuit against the NCAA over stiff sanctions imposed against Penn State in the aftermath of the Jerry Sandusky child sex abuse scandal.

The news conference announcing the filing in U.S. District Court in Harrisburg was set to be held at the university's State College campus.

A person associated with the university and knowledgeable about the matter told The Associated Press that it is an antitrust action. The person spoke on condition of anonymity because the lawsuit hasn't been filed.

The university agreed in July to the sanctions, which included a $60 million fine that would be used nationally to finance child abuse prevention grants. The sanctions also included a four-year bowl game ban for the university's marquee football program, reduced football scholarships and the forfeiture of 112 wins but didn't include a suspension of the football program, the so-called death penalty.

In announcing the news conference, Corbett, a Republican, did not indicate whether his office coordinated its legal strategy with state Attorney General-elect Kathleen Kane, who is scheduled to be sworn in Jan. 15.

Kane, a Democrat, ran on a vow to investigate why it took state prosecutors nearly three years to charge Sandusky, an assistant under legendary football coach Joe Paterno. Corbett was the attorney general when that office took over the case in early 2009 and until he became governor in January 2011.

State and congressional lawmakers from Pennsylvania have objected to using the Penn State fine to finance activities in other states. Penn State has already made the first $12 million payment, and an NCAA task force is deciding how it should be spent.

The NCAA, which declined to comment Tuesday on the planned lawsuit, has said at least a quarter of the money would be spent in Pennsylvania.

Republican U.S. Rep. Charlie Dent called that an "unacceptable and unsatisfactory" response by the NCAA to a request from the state's U.S. House delegation that the whole $60 million be distributed to causes within the state.

Last week, state Sen. Jake Corman, a Republican whose district includes Penn State's main campus, said he plans to seek court action barring any of the first $12 million from being released to groups outside the state.

Sandusky, 68, was convicted in June on charges he sexually abused 10 boys, some on Penn State's campus. He's serving a 30- to 60-year state prison term.

Eight young men testified against him, describing a range of abuse they said went from grooming and manipulation to fondling, oral sex and anal rape when they were boys.

Sandusky did not testify at his trial but has maintained his innocence, acknowledging he showered with boys but insisting he never molested them.
